Yes. New altcoins are worth buying within their early days since launch, as they will tend to rise in value due to hype. Thus, they serve their purpose well to make profit in a short amount of time.

However, if you're into altcoins for long term investments instead of making quick profits, then your best bet would be to invest into coins which have an established development and innovation path. Alts like Ethereum, ZCash and Dash would survive for the long term as they improve over time and rise in value and popularity.
