Trying to pump a coin like Monero has got to be hard to do.
I think somebody/large force is keeping the price largely down for now - not sure how far any pump attempt will go...
In my eyes no one is keeping the price down... no one is buying and no one is selling... we are kind in a equilibrium that will turn either upside or downside one day. The volume you see are just minor buys and sell and mostly market maker/painting bot trying to paint the candles.
