"Waiting for balance" most likely means their hot wallet does not have sufficient funds to complete the withdrawal. The wallet will have to be manually funded from cold storage.

bter has very poor support so you may be waiting for a while. I think it was mentioned earlier in this thread that IFC withdrawals from bter are delayed or not working.
