This has a number of benefits:
1) Hospitals pay less to manage their data
2) Hospitals have less security concerns regarding their data
3) Efficiency will improve

I don't think so, The hospital just take a little part to manage their date. I mean if they are mostly taking a real act. I think the blockchain will be useful to make the system will be more efficient and cut the middle man to run its program or run an audit to the system.
PTOY marketing has lack of information we know that this coin is for medical purposes but if we look at the foundation it went true its so small that we couldn't believe that the roadmap on this coin will went ages.
