Guys, can you explain to me how come btc38 admins instead of increasing BTC fees from 50sat/byte to at least 150-200sat/byte, decreased them to 10sat/byte?

I did a BTC withdrawal about 4hours ago and its still stuck on blockhcain?
What kind of miner fees are they paying man?
Is XRP withdrawal still the same? Stuck forever?? I did DASH and it was very fast. I did NXT and it was stuck on block chain also, my suspicion is that they did not put in the tag number!!!
