Certainly not in every case. As an experienced member you probably know better that there happen to be unique questions once in a while. 
Of course but there needs to be some mechanism in place to avoid the problems if it wasn't in place. This just happens to be the best current solution. If there's a better one that would solve the same issues and cause less inconvenience for genuine newbies then it would most likely be adopted.
