This will never happen in my opinion, the Government will never shut down the Internet since we are all going to be affected by this if this thing is really going to happen, they are not that stupid to do such thing just because of a certain thing about selfishness or envying something that they don't have. The Government is not that narrow minded to do childish thing like that, it is very immature, unless they have a valid reason why they are going to shut it down.
