Currently yes.
Overall ethereum transaction fee is higher than before still. There's some chance that current transactions to be easily omitted again when I decrease the fee level.
Many ICO is reserved too.

Pool hashrate numbers are just predicted numbers. It fluctuates much. If it's +-40% of your hashrate, then it's fine.

Does the getuserhashrate API call return the correct data?

What host did you call? Have you tried with target pool's hostname? e.g.) https://ethereum.miningpoolhub.com/ ...
