Are the three cards on a separate PSU? If the answer is yes, you've got your bottleneck right there.
Iv got one 750W Gold on two Gtx Ti
Those 7 cards are connected to 4x 750W Gold PSU
Yes FOUR 750W power supplies for one rig, 3x 2x 1080Ti for one power supply and one 1080Ti + motherboard and cpu.

The most common problem with multiple PSUs is diminished regulation feedback which increases voltage ripple. All PSUs have step down transformers which create waveforms. Basically if you have two master PSUs on the same power line that are both pushed to their limits in close proximity the AC waveforms could conflict and reduce performance.
You don't have two, you have four. Your PSUs are basically killing eachother.
