Hi,
Is blochchain.nfo online wallet safe?
Can I still access my BTC if the site go down for any reason?

The site is down how can you even login in the first place.

The term safe is a big deal for online exchanges. All exchanges are prone to shutdown even the regulated one. Just use their features that suits your needs but never intend to used it as a long term wallet or for storage purposes.
I read this on their FAQ page:

"We are a noncustodial wallet and do not have access to your bitcoins. This means we cannot view your total balance, make payments on your behalf, or prevent you from accessing your wallet. With a Blockchain wallet, you retain complete ownership of your bitcoin."

So I thought that means I can access the coins from outside somehow?

Is blockchain.nfo regulated?
If not which sites are regulated?

Yes that's true, they said that they don't store any information so they can't view your total balance and can't send on your behalf. But there are circumstances before from blockchain, info users that their balance was deducted even they secured their devices and no one knows their login information on that site and it's not even a bug on their system tho it's like an inside job but I don't think if it's true but there are some issue already about this so...
If I were you just don't use any web wallet and stay in a secured wallet like electrum desktop wallet and install a strong antivirus into your device so you can assure that you are safe and it's your responsibility to secure your wallet
