The above says that there will be a new chain allowing for a full feature set to include smart contracts because it will benefit everyone on the network to have these features.

The value of Carboncoin is in the custom security features and the user base, both of these will be carried forward into the new technology, with the fundraising greatly increasing what we can achieve and the speed with which we can achieve it.
