No. The PS4 has an APU whose integrated graphics are on par with the R9 270, which is a rebrand of the HD 7850. It's not using a dedicated GPU however.
Aside from having virtually no yields whatsoever, the chip will overheat a LOT and will either run very slow as it's supposed to, or die after a certain period of time.
