If she is your legitimate wife (just kidding Grin) and you are sure you did nothing which violated their policies, send an appeal to appeals@quora.com from the email you used to create the account explaining all details and asking for clarifications on the policy violation by that account. Hopefully you can resolve it yourself.
I don't think someone other the account holder can remove the ban. This is something a senseless try wasting your money. Already an user has asked for an initial pay and he'll do it for you. As the above mate suggested when you're the authority then you can clearly mention what took place and get the support. They will provide solution if they find yourself to be legit.
