In Raiblocks every transactions consists of

one send block
one receive block

So the faucet issues 1 send block for every account in top200.

You have to look at the blocks, the faucet sent. Not the one this account received.

The account you are looking at, was syncing hius wallet at that time, so he received the 4 blocks within the same hour.
The Blocks were not sent within 1 hour. They were received within 1 hour (synced at that time)
