From a speculative point of view, yes.
From a real usage point of view, it's a bit more questionable. I still spend BTC where I can, which is more often than some people seem to think.
Well even for the spending aspect you might have heard that more and more bitcoin ATM's have been opened in the past years and though we might never have a real market accept bitcoins we can always go to the BTC ATM's and withdraw cash from there.
Being it decentralized makes it almost impossible to legalize specially in bigger countries where the government does not make a single move without their interest.
