I'm willing go in and out of the market in matter seconds (10 sec max manual trade) can you explain a way to do that with laggy trading platform like bittrex or poloniex ? what kind of trading platform API can i use to have the fastest execution for manual buy/sell altcoin please ?

I think using Bittrex still can helps you, not need find other exchange site because I used API and BOT on Bittrex and haven't see lags when using.
Poloniex usually lagging because have a huge order in 1s if the an altcoin pump/dump surprise. Bittrex have good sever and volume can trading with bot if you want trading platform API can helps you
