No it gets mined manually, means you create coins via transfering from the child to the parent address. The child address should start with 1 coin, if I'm not mistaken.
But you can only create 10 so called batches of coins. One batch of coins equals to one transaction from child to parent address.

I think we will get 25% out of the max value available, which is equal to 5000. That would mean 25% out of 5000 = 1250. So 1250 will be available right at the beginning, and up to 5000 after 10 years, per batch of coins.

If you instantly create all 10 batches you would be able to create 1250*10 = 12500 coins. But I'm not sure about that, thats how the little information available is suggesting it.

I hope the devs will update some information about this and other interesting stuff(more detailed whitepaper/roadmap) soon.
