Yes, you can buy Mars again, you don't have to go up to the next level. You just need to have an upgraded planet running..

You can withdraw as many times as you want, but remember it will cost you 50,000sat every time. If you keep withdrawing every couple days, you will eat up all your profits by the end of the month.
Best to only withdraw 2-3 times during the month, IMHO. (I waited 10 days until the investment was fully recouped before withdrawing anything.)
