Tau is quite a complex creature so summarizing it into a whitepaper is quite challenging task - I believe that in this phase Ohad can write a hefty book on the world of tau.
I'm not familiar with all the projects in the blockchain landscape but from what I know this is the most ambitious project by far.
It is also a mistake to  characterize tau by its blockchain only because this is one layer of tau which should enable the more advanced features and the economy on top of tau (agoras).
