In bitcoindom, provably fair=provably almost nobody able to get to minimum withdrawal level (unless they deposit their own BTC).

Luck calculation does not involve bet amounts. It is just a ratio between number of wins and loses.
You can bet small amounts when you win and bet high amounts when you lose. High luck does not mean high profit (or vice versa).
Edit: Minimum withdrawal amount is just 0.001 Btc.
