You need to do it on every beginning of an hour. Like xx:00:00. There are 100 free slots for every hour and those free slots get used in seconds just after they become available.
Use time.gov so you won't miss the right time to press the button.
Thanks for helping him out and equally being of help to others including me based on the bolded part be cause I have always have difficulty in knowing the right time to submit as every time it's always full that its gets to piss me of couple with the fact that there is no timer keeping watch on the website but with this, I am sure to go back and the service.
