Double check your settings. 1070 should be close to 30 even without severe overclocking. On my 970's I get 22-23 Mh/s and cards are cold (<60C).
I forgot to tell the power consumption of all my 1070s are limited to they minimum (100 W for 2 and 115 W for 2 others).But even with these low consumptions (for GTX 1070), my ratio hashrate/consumption is under this example with 1060.
I can't use AfterBurner because I'm with Linux (but I can overclock a little bit inside the driver)
Not familiar with Linux so can't say anything on that, but it looks like your cards are doing stock hashrate with big power savings. If you're happy with that just leave it as it is, your cards will work for years
