1. It just rose about 100$ in the last hour. So now you have a chance to miss the train and a chance to buy before another dip. Tough choice... Edit: I think that fluctuations should still happen and you'll have your chance, but don't blame me if I'm wrong.
2. Altcoins are not affected by the fork (it looks like even Bitcoin will not be affected), so you can keep it there if you want to trade more. Else, the local wallet is always the best place to store your coins.
