maybe someone know if there is a coin where you can mine only with CPU and GPU will be rejected? I was 4 years on hold 
The cryptonote coins (Monero, Aeon, ...) are ok to mine with CPU, although GPU is also allowed. But the GPUs don't have clear benefit over CPU and their consumption is big too.
Just you really need a good CPU.
Another coin I know of is Magi XMG, from what I know GPU is not allowed at all. Just the pricing of XMR is not as good as it would deserve...

I don't know of another such coins.
I mined XMG, but later I found out that mining other coins even with CPU and buying XMG may be less of a waste.
BTW, CPU mining doesn't pay the consumed electricity nowadays, so make sure you know about this. Also at XMG there's a rule I didn't really understand, but somehow if the difficulty rises, the reward becomes lower (iirc!) to discourage people mining too hard
, I guess.Also XMG is a PoW + PoS coin, so the mining is even less "effective".
However, I like that coin too. The team and the community are nice.
