Ico coin?

No need to have an ICO, BitShares have the structure already coded to accommodate such index fund in the form of a smartcoin.
The market is open and the index is already tradable. BitShares Decentralised Exchange pair (BTWTY : BTS)

The work to build this index has been done on my team and my free time during these last 18 months without the need of investors.

You can't invest in the creation of this index fund but you can definitively invest in the index itself which has proved itself an amazing investment on the last 18 months. The price has almost triple !

if not open ico selling how distribution bit20 coin
or all coin hand in dev

Coins are created by locking collateral (BTS) in the DEX of BitShares. Every Bit20 is fully backed by 200% of its value. Have a look here on how smartcoins works : https://bitshares.org/technology/price-stable-cryptocurrencies/
