there are two potential hard-forks that I can
think of Some miners most likely will not comply to BIP148. To ensure their chain is not reorged, a
hard-fork is necessary, unless their hashrate is
overwhelmingly higher. Since the hard-fork will
create another chain split, they may hesitate to
do it.
