Now is not the time to buy BTC, but for ETH i guess. Prices of both coins might drop in couple of days or week, and after August 1st that's the only time we can surely predict what will happen.
It is the best time to buy by bitcoin or ETH because the prices of bitcoins now a days are at lowest and the prices will rise again at the normal speed which we experienced during the last month. So it is the best time to invest in BTC or ETH. Just follow the market and make good investment.
