As you said you got the payment for the campaign why not pay them instead waiting for the BIP91 to occur?

What a manager your are! It;s obviously once the campaign has ended you should pay the members for their work? Why need to ask the owner  for his permission coz in the first place he asked you to be his trusted campaign manager?
