My analysis is that he wants to get back online and continue the trading site....likely comply enough not to get seized....likely also he has a $110,000,000 bill that he would rather fund by people selling/redeeming now than dipping into the profits of the last 6 six years as a cost of doing business.....call that a Russian mentality or non customer service attitude.....whatever.

I would ask that this proposition is clarified ..... communicate somehow that yes....you will take from unbelievers in the first 90 days 40% and charge normal fees for those who stayed......not sure the benefit. Dude: Your reputation is at stake and the next 10 years of commissions are down the tube......pay the fine....comply with the way you operate so they can't get a sealed indictment again....suck up the loss against all your profits and make money forever....smart move. Rip off people who had nothing to do with the miscreant behaviour on btc-e.com and you destroy your ability to hold a loyal following. This open source community who believes in the model you put there for us (and yourself ok) will stand behind you if you grow a set.
