You can buy them for example on bittrex or shapeshift. Or you can create a WAVES address by using https://waveswallet.io, transfer the ETH to the wallet and buy the WAVES on DEX. If you choose the latter, you will need 0.003 WAVES to buy your WAVES, but of course you haven't got any WAVES at that moment
