Ofcourse and that was the main reason why they raise the bounty percentage . Although the date when exactly the ICO hasn't yet been finalize we need to wait for future announcement .

But we know in September, maybe mid this month Spectiv will open crowdsale. They just delay time ICO for avoid August have many volatility and development their platform alpha beta before open ICO.
