Is anyone having any Bitcoin anywhere can have this free money ready to be dumped wild manner or is it only for people that had money in an Electrum wallet during the fork ?
Anybody that had his bitcoins in any local wallet has the same amount in bitcoin cash coins. If you held your bitcoins in some online wallet then it is up to them what they did with it. You can only be sure if you had your private keys on written on your device or on paper.
How i can get some BCC.
If you had bitcoins stored in a local wallet on your device, then you already have it. If not than there are some exchanges that support it. People are mentioning Bittrex here and I think ViaBTC supports it as well.
