that max_money variable is the largest transaction that can be sent on the network, not a max supply cap... the supply though is like i said the reward curve halves and curves down and so its like bitcoin where it eventually halves to such a low amount that it approaches and stays under that point, and then yeah it is just the 7% PoS inflation
