Nevermind looks like the problem is the dumbasses at BitcoinABC copied SegWit signing code causing raw multisig transactions built using their client to be rejected by the bitcoin cash chain. Just wow    https://github.com/Bitcoin-ABC/bitcoin-abc/issues/63
