This should not be able to trade BTE cause it will crash to cents in just minutes. Then the remain 55% of BTE will be worth 0USD meaning we all lose 55% of current balance.
BTE must be at a locked price of 1USD and must be purchase by new exchange, from time to time (dont care how long it takes) using fees from normal trading.

it should be tradable. you will not lose anything until you sell. don't like price- don't sell.
for example price of BTE can reach 90% of 1 usd. Many of users will be happy to sell BTE at this price and just lose 10% on this story..
but without trading you will wait 1 year or so with some noname tokem BTE. Does this help you? - I doubt
If this story will end succefully - you will be able to sell 1 your BTE to 1$ to investors.
Also there can be people who had all money on btc-e. They will be happy to sell small part of their money with any rate..just to be able to buy some food....
I never had $ in BTC-e...so it would be fair if the locked down 55% of my crypto and release it from time to time.
Converting my crypto to dollars will make me lose even more.
BTC will keep on rising, so me and everyone will need to sell BTE now to rebuy crypto. And i am sure it will not be possible to sell BTE at 1USD.
People with fiat could receive 45% in crypto and then have 55% in BTE.
1USD will always be 1USD for people that where in fiat, but 1 BTC converted in dollars will became 0.001BTC over time.
Investors will only buy BTE if price falls hard or shows signs or going up.
I dont want to be a BTE investor. I dont want dollars...I want to be a crypto holder.
