Yes and yes. The ETH is paid everytime someone uses the Singular ecosystem. If you were to send the ETH directly to the users addresses everytime, then the transaction fees would be much larger than the amount of ETH sent.
But its very easy to claim them from the SingularDTV wallet, and with a small amount of technical skills, using MEW or Mist is also pretty straight forward.
