I saw in the table some peoples voted for bonus for early participants.

As example
"Early Participant Bonus
First 0-150 Members: 25% bonus
First 150-500 Members: 15% bonus
First 500-1000 Members: 10% bonus"

Where are rules for the voiting?
I didn't find this on the first page.
