I sold some pascal accounts few month back on PASA marketplace: https://www.pascwallet.com/. The volume went down since and it seems not a lot of people are buying from www.pascwallet.com
I don't know if you are right and what your point is. But if you are right the reason may be that users now have more places to buy PASA than before.

Pascwallet has been running for 4 months now. 1800+ PASA sold to 450+ users. Not to bad if you ask me.
