Well if that is true then there was no intention to pay the BCH in the first place. They should have done so if they wanted to compensate users with the respective amounts but it's unclear whether they did so or not. After all, it's quite easy to say that you're simply not returning the BCH and keeping however much is within user accounts [who either don't care or were trapped by withdrawal locks] for yourself.
