I really hope that PROPY project will get back on it's feet soon. I was interested in it for a long time, and I think that its platform may borrow some improvements from ICOs that went more smoothly, for example REcoin.
No matter the amount of time and preparations dedicated, There'll be hiccups. Like every other projects, PROPY outsourced their ICO. I believe the issues will be resolved and the ICO will continue to run smoothly afterwards
