True no on chain scaling will ever be able to rival that of visa and mastercard etc unless there are huge block sizes and this is not practical.
For large transactions on chain is good but for small micro transactions and instore retail where waiting for confirmations is unacceptable on chain just is not good enough this is where off chain is superior and instant.
Think as on chain as your offline savings account and off chain as your everyday disposable bank account
