I'm Italian but currently in the US (not citizen nor resident) and for example to partecipate at Stox's ICO I had to use a VPN otherwise I couldn't access to the ICO page because of the American IP.
I'm curious how Red-Pulse would verify your identity... anybody can create a Facebook saying they're from diff country? lol
For Agrello's ICO, you didn't have to send document or verification (KYC) if you invest less than 2 BTC.
