its an old skool SCAM.    

1: get tha coin listed on 2 exchanges
2: tell one exchange to lock tha wallet (usually yobit)
3: pump tha shit out of it on locked wallet exchange (usually yobit)
4: hopes that some poor sole will jump at the lower priced exchange thinking they will make a nice profit only to find the coins never make it to tha locked exchanges wallet until tha pump is over (if at all)

just a word of advice.     always verify the exchange you are wanting to send coins to has there wallet online and on tha same block as tha wallet/exchange your sending from.
