cheapest vcc method is spectrocoin, I would suggest loafing $6 so you can unload the $6 once pp refunds your card in a few days. so basically you get your account verified for $0.50 you paid for the card.
I tried spectrocoin, eventhough it is possible to verify the paypal using their VCC when I am going to do a purchase paypal is asking me to add a credit card to the account(eventhouth when the verified vcc is still in the account), it seems like that paypal know I used a VCC to verify the account
And also I am never getting back the $2 charge done by paypal
