The recommendation is at least a Dual-core processor (1.2Ghz) with 2 GB of RAM.
Another recommendation is a low-latency internet connection for optimal sprouting.

Means if using core i3 and ram 4 gb it is safe right? At least far from the obstacles that are not in want and everything runs smoothly.

In theory it must be save but check it yourself and see how the pc is acting. I suggest you to add another 4gb to be sure in the future.
