Noob question guys, this is my first rig. I have already connected the PCI-e cables from my gpu to the PSU, is there a need to hook up the SATA cable from the riser into the PSU too? Please don't mock, educate me.

Yes, you need to connect it.
The PCIe interface is limited to 75 W and it is not enough for a lot of GPUs.
If you have some 6 and/or 8 pins connectores on your GPU, don't forget to connect them to your PSU too :-).
