I noticed there are plenty of ICOs with no even a line of code, and they still rise funds. HOOOW come??

Most of what people mentioned here I can agree, just maybe previous successful experience with ICO is not what matters the most. Is a PLUS, for sure, but people learn more from mistakes than from success
