I am not sure what you are meaning. They are having set target of 2000 eth or september 15th as dead line for ICO phase hence no one cannot be sure there will be any additional round of funding.
additional rounds of funding are becoming a common practice in altcoin industry as few projects is doing them in recent times and that is the reason he must be asking those questions. I guess this project will not require such things as it seems it got all the potential to attract more investors in its first planned phases itself.
