What address did you make the withdrawal to? They may actually have sent the transaction but just sent it with a low fee (it's unlikely but still possible).
There are no such transaction that will take 9 days for confirmation because no decent company will put low fee for withdrawal process. It is most probably a Ponzi site that stops the withdrawal process or to be exact, OP has been scam by Ponzi. Besides that, The amount he withdraw is lower than the minimum amount required to send transaction in normal speed. Ponzi business is killing by expensive transaction fee.
My previous signature campaign (bitmixer.io) sent me a transaction that took me 14 days until I decided to contact f2pool to accelerate it for me (for a 0.0007 fee). So reputable companies do make mistakes!
