Try to increase swap file to 32-64GB. Rule of thumb swap file should be the size of your all graphic cards memory together...
Yeah, I have 100gb swap on 1080ti rig. Try also connecting one card at time, check in device manager if it catch driver, then turn rig off, put it into another slot and put another one in x16 slot with monitor in it.
It worked for me
